**Steps to reproduce**
1. Log in with a standard user.
2. Download latest .exe file for latest Nightly on ARM device A and connect it with an MS account on One drive
3. Install latest Nightly
4. Click on YES in the UAC prompt
5. Check the Desktop shortcut

**Expected result**
* Shortcut should be created on desktop.
**Actual result**
* Shortcut is not created on desktop.
