Steps to reproduce:
1. Open about:preferences#general
2. Scroll to "Zoom" section
3. Set 'Default zoom' to other than 100%, such as 150%
4. Toggle `Zoom text only`

Actual results:
Setting page scrolls unexpectedly.

Expected results:
The scroll position should not be changed.
