I can reproduce this. Very irritating.
Windows 11. Compact UI density (in case it matters)
Not just the top pixel, but the top few, along the width of the whole window - except the window controls.
The cursor must trigger hover over the tab (the highlight shows) in order to click it.

edit: toggling `widget.windows.windowsappsdk.enabled` and restarting does fix it.
