As a sanity check, I did a [try push](https://treeherder.mozilla.org/logviewer?job_id=547770718&repo=try&task=ZwTQHfOERa2uqruIY0IkDQ.0&lineNumber=94779) with the test force-ignored (rather than relying on a `cfg` value). The build still times out. So the test itself isn't the issue. It seems as if the presence of the code alone is the cause of the timeout.

And my local builds don't time out, so this is something specific to the CI/mozharness environment.
