Both Firefox Beta and Nightly include this feature without any need to set ETP to "Strict" so I submitted a revision to add the following information to the article Intro, directly underneath [Template:progressiverollout](https://support.mozilla.org/en-US/kb/templateprogressiverollout):

This feature is available in [Beta and Nightly](https://www.mozilla.org/firefox/channel/desktop/) pre-release versions of Firefox. In standard Firefox releases, only users with [Enhanced Tracking Protection](https://support.mozilla.org/en-US/kb/enhanced-tracking-protection-firefox-desktop) (ETP) set to Strict are included in the progressive rollout. Local network access restrictions will be enabled by default and Firefox will require you to explicitly allow public websites to access local network resources.
