Note:
The issue is reproducible only with NVDA and ORCA. I noticed that Voice Over does not read anything on the page(Chrome/Firefox) when hovering.

Preconditions:
DNS is set to off.
NVDA/ORCA is opened.
Steps to reproduce:
1. Navigate to the Settings(about:preferences) page.
2. Click on the "Privacy and Security" section.
3. Hover the mouse over the close('X') button on the "Security warnings" card.
Expected result:
The close('X') button should be read by NVDA/ ORCA.
Actual result:
The close ('x') button is not being read by NVDA/ORCA
Regression range:
Not a regression, it's a new feature.
