Using 78.9.0 This bug is still present. If any mail account is selected and focus is in right pane, you cannot use Tab to get focus onto the FolderPane. Workaround: so currently forced to use 'Alt+G' to get access to 'Go' and from there use arrow keys to select folder. Use tab or Shift tab to get focus in 'Global search' with flashing cursor shift+tab to get brown outline on search box, then tab to get focus with flashing cursor again, then tab to go back to brown outline of Global Search box then use arrow to go up or down Folder Pane. This really needs looking into finding a less convoluted way of getting out of problem and access to Folder Pane.

so currently forced to use 'Alt+G' to get access to 'Go' and from there use arrow keys to select folder.
OR

Use 'Shift+Tab' to get brown outline on search box
Use 'Tab' key to get focus in Global Search with flashing cursor again
Use 'Tab' key to go back to brown outline of Global Search box
