(offtopic) Yes, DMABUF is GPL-only. Nvidia could, for example, increase their contributions to Nouveau to serve their customers' needs.

The EGL transition is orthogonal to the recently added DMABUF feature for Mesa users.
[DMABUF VAAPI](https://bugzilla.mozilla.org/show_bug.cgi?id=1610199) is for laptops with integrated graphics, maintained by RedHat for Wayland. It can be extended to X11 if it uses DMABUF as well. Desktops with proprietary Nvidia drivers are powerful enough to keep software decoding if Nvidia leaves their users behind by not supporting it.
[DMABUF](https://bugzilla.mozilla.org/show_bug.cgi?id=1572697) WebGL is an enhancement for Mesa users. Proprietary Nvidia won't be regressed from status quo.
