I'm exploring right way to report this in browser compatibility data in https://github.com/mdn/browser-compat-data/pull/14874. 
At the moment I am assuming that the versions prior to v97 should be ignored, except perhaps for a note that a dummy implementation exists.

@karim With respect to "I'd be happy to work on specifying the test cases and writing a more comprehensive test site."
That's a conversation to have with the dev team. My personal feeling is that for development teams, investing in wpt live tests would be a better use of time than any standalone site, because those are designed to test compatibility and is where people should be looking. At the moment there is nothing there except some sort of IDL test.

My colleague Ruth will be doing most of the rest of the work on this.
