Sizzy (https://sizzy.co/) has a feature allowing to add a new custom header override for all HTTP Request made by the page. Every custom header can be switched on/off and has three fields
- header name
- header value
- label (helps to understand what is it for)

The headers panel could have a new section (next to "Response Headers" and "Request Headers") Called "Custom Headers" allowing the user to create new custom headers. UI similar to how we do request-blocking or XHR breakpoints.
