Ideally all windows chrome downloaders should receive attribution. If this isn't feasible now, for the experiment we'll need to make sure some % sampling is done in a way to avoid introducing any bias into the population. Assuming the experiment is a success, the requirement in the future will be to increase to 100% attribution.
