Can you please try to reproduce with MOZ_GTK_TITLEBAR_DECORATION=system ? If MOZ_GTK_TITLEBAR_DECORATION=system works it means it's a variant of Bug 1587008 when mozcontainer has it's own window which fails to change the size. Thanks.
