This changes the default behavior of jstests.py to skip loading the wpt 
manifest if the user specified a particular test or tests to run on the command
line. This should not affect anything that runs on our CI infrastructure, while 
making individual tests run much faster for engine hackers.

With this change, running an individual test on my machine takes 0.5s (down from 5s).
