I think we should make this change without waiting for the fix of Bug 1524884 in order to stop further abuse of the field. As I pointed out in Comment 2, a real use case is just a one-liner value statement defined by the bug’s reporter/assignee, which won’t be substantially edited afterwards. It means an email notification for an update is not required.
