If you select the no-api build variant in AndroidStudio you can run it on a regular phone with out any special VR hardware. The regression is harder to see on a regular phone than in VR hardware, but the video I attached to this bug was captured from the no-api version so it does happen there.

It's probably more noticeable on the Oculus Go because the hardware is so under powered.
