To be explicit, when we do the cutover, we want the release builds (level 3) to switch from AWS to GCP, but we also want to switch the tier 3 validation builds that we've been running in GCP to switch to back AWS. This is important in terms of making sure builds continue to work in AWS in case we need to switch back from GCP->AWS at some point in the future.
