I have verified that after setting "trailhead.firstrun.branches" to an empty string, setting "trailhead.firstrun.didSeeAboutWelcome" to false, restarting and navigating to about:welcome, an enrollment ping is sent and is visible in about:telemetry#events-tab on Windows 10 x64, macOS 10.14, and Arch Linux 4.14.3.
