Just a bit ago, in bug 1548689, I landed the first pieces of CI for scn-power-idle for GeckoView and Reference Browser; this bug covers the Taskcluster (taskcluster/ci/test/raptor.yml and taskcluster/ci/config.yml) for Fennec and Fenix. I held off due to bug 1549948, bug 1549669, and maybe bug 1551194.
