To pre-translate strings, we'd like to use Pontoon’s internal TM engine in combination with machine translation service.

This bug is about determining the TM threshold (100/90/80%) to use. We'll use machine translation when no match is found above the threshold.

For determining the most accurate model we plan to translate 10-100 carefully selected strings to 10-20 representative locales using TM and MT. We could either use already translated strings from Pontoon DB or even the new ones and let the community compare pre-translations and human translations.
