After investigating bwinton's build it looks like `Services.perms.testPermission` is returning `0` / `UNKNOWN_ACTION` some reason instead of `1` / `ALLOW_ACTION` inside `UITourChild.jsm so the PageEvent  is never getting through. When I get a chance we can dig into it more, but does that ring a bell for anyone?
