**Steps to reproduce**
1. Start Firefox
2. Enter Customize
3. Enable Bookmark Toolbar
4. Move Zoom controls in the Bookmarks Toolbar
5. Exit Customize
6. Hover over any button from Zoom controls

**Expected result**
* Fx is not changed when hovering over Zoom controls

**Actual result**
* Bookmarks Toolbar changes height when hovering over Zoom controls/Edit Controls.
