This bug may have contributed to a sudden change in the Telemetry probe [QM_REPOSITORIES_INITIALIZATION_TIME](QM_REPOSITORIES_INITIALIZATION_TIME) which seems to have occurred in [Nightly 20190825](https://hg.mozilla.org/mozilla-central/pushloghtml?fromchange=1125aad05d5c39c2453c04ca6d037afaef16c296&tochange=98cbe150f012619bf9e8d44413fa33374e92dbc9)[3]. There was a [sudden and prolonged drop](https://mzl.la/2m57HtU) in the reported values. This might me a confirmation that this work had the desired speedup effect in the wild. Is this intentional? Is this expected?
