Every certificate issued and used on the public internet without a domain owner's permission has to be added to a blocklist.
Natural persons should have the ability to configure local snake oil, but they must have a free choice and working internet by default.
A country is not a corporate environment. But even there they can only regulate with adequate means as customers and employees are humans with international rights, too.
Mozilla, Google and Microsoft should hold up these principles, otherwise, as a next step, they may be faced with requests about introducing per-country trust stores, to have human rights violations directly built-in.
