Backfill reports, according to our current planning, will be done for each alert summary, **but** only for the direct alerts. If a Perf sheriff reassigns existing alerts to a summary, the backfill report won't take them into consideration.

I'm filing this bug so we don't forget to create/update these reports for direct **and** related alerts.
