Request is to have the product point to the /whatsnew page in the Firefox 71.0 release and show it (WNP).

- All users coming from <70.0 and receiving the 70.0 release should be shown the WNP 71.0 page (if they are in the locales in which the content has been localized, the list that l10n will provide). 

- Two (2) new strings have already been extracted and made available to the community.  On November 25th we'll ask Peiying to confirm all of the files at 100%

- de, en-US, en-CA, en-GB, fr and id - these locales have/will have hard coded templates not reflected in Pontoon and will need to be added to the final list of locales

- for locales w/o content, they should not be shown a page (does not default to en-US)
