The problem happens only in the case when "Reload All Tabs" pane is indicated. See attached screenshot.

STR.
1. Open any page e.g https://www.wikipedia.org/
2. Open about:preferences#privacy
3. Switch to "Standard" if not standard
4. Switch to "Custom"
   --- make sure "Reload All Tabs" pane is indicated. If not goto step3
5. Click one dropdown list

4. Switch to "Custom"
   --- make sure "Reload All Tabs" pane is indicated. If not, reload the webpage of step 1  and  goto step3
5. Click one dropdown list
