This will allow de-risking us enabling deferred allocation parse by default. - ~Need to verify that with the pref enabled the self-hosted compartment is correctly deferred (Bug 1601372)~, I think this can be done independently of the self hosted compartment; worst case scenario we're always testing both code paths, which doesn't seem like a terrible thing.
