This first patch will enable browsertime Fenix and GVE page-load jobs (amazon, youbute) with visual metrics turned on, and webrender turned off. Tier3, and on GP2 aarch64 PGO only so we won't overload the device queue.

Still need to tweak GVE (no orange screen) and also eventually enable webrender when video recording works with webrender enabled (Open Bug 1601004).
