Breakdown *(still subject to change)*:
* maybe define a lock-based protocol, between reporter & backfill bot
* pretty sure the backfill_report & backfill_record tables aren’t able to support this protocol yet. Schema changes are likely & maybe even extra data so the bots are aware of each other’s activity
* likely the backfill bot will need to revisit a backfill_report on multiple attempts, if they weren’t successful right from the start. This means extra schema changes
