Checked on Ubuntu 18.04 64bit 
           Windows10 64bit

On these versions:
   Developer 76.0b7  (affected)
   Beta 76.0b7       (affected)
   Nightly 77.0a1    (affected)
   Release 75 there is no browser.ssb.enabled


Steps:
      Set browser.ssb.enabled to true.
      launch from cmd :    firefox --ssb 'http://localhost'


on windows 10 :
         Http does not work
         Https works if i remove the '
