KDE X11, Debian Testing, Nvidia GTX1060, proprietary driver 450.66
After disabling compositing I can now 100% reliably reproduce this. This is bug 1518796 comment 11, but more extreme.

1. Disable compositing: KDE System Settings > Display > Compositor > uncheck "Enable on Start". Logout, login.

2. Reproducible with:
mozregression --launch 20201006161706 --pref gfx.webrender.all:true -a about:support

3. Not reproducible with:
MOZ_GTK_TITLEBAR_DECORATION=none  mozregression --launch 20201006161706 --pref gfx.webrender.all:true -a about:support
MOZ_GTK_TITLEBAR_DECORATION=system  mozregression --launch 20201006161706 --pref gfx.webrender.all:true -a about:support

4. Is XShape usage the root cause?
