This might be a dupe of something, but I have STR so I figured I'd file it.

1. Open a new tab, paste in https://bugzilla.mozilla.org/show_bug.cgi?id=1664271 and hit enter to load the page.
2. Under "Attachments", click on the third link "memory-report.json". This will load a JSON file into the current tab.
3. Click on the back arrow in the browser to return to the Bugzilla page.
4. Click on reload.

Expected: the bugzilla page is reloaded.
Actual: the JSON file is loaded.

This does not reproduce with Fission disabled.
