Data changes for the top-sites remote settings collection will be coming somehow off-sync in raport with testing. Similarily to the search-config updates [validation process](https://docs.google.com/document/d/1kx4HVLTwSftM6pWHOIcElfpJtJkZBblHd4YiwAnfEnw/edit) , agreed with :dao in the latest sync that would be useful to have such validation once the upcoming data changes for the top-sites collection are finalized.
