This was originally filed a bug 1578917: When using the non-aqua appearance on 10.14+, native theme rendering renders transparent buttons. We ended up "fixing" that bug by forcing the aqua appearance on for all processes. (Parent process: 1623684, content process: bug 1578917). In the future, we would like to use the non-aqua appearance, see bug 1623686. So we'll need to make sure this bug won't come back at that point.
