Asa's explanation captures the intent of the label change in the app menu. There are no plans to change the add-ons manager at this time, and I don't see that we would bring that nomenclature to the in-content pages or across the ecosystem. As noted, we recognize the limitations and issues with the label "Add-ons and themes" but maintain that this label, while not 100% technically accurate, will better help users (especially new users) find what they are looking for from this primary access point. 

As already stated, when there is time and resourcing, we would like to revisit nomenclature holistically, in and outside of the product, and be able to simplify. In the meantime, including "add-ons" in the label acts as a bridge to existing nomenclature, and adding "themes" helps new users in particular by providing them with one of the words they are likely looking for.
