Most of the page actions tests under browser/base/content/test/pageActions are no more relevant in Proton, so the folder is forcibly setting the pref to false. But some of those tests still matter, in particular the ones about extensions. We should move the still valid parts of those tests to browser/base/content/test/ and then in the future just remove the pageActions subfolder.
