The folders were missing in linux. I re-created the 1000 folders and repeated the test with linux and never saw folders go away in linx (per Nils's script) and never saw spurious re-download. This is with beta 98b3.

Then I moved back to win10 with beta 98b3 and initially all 1000 folders were there and the expected messages were in the folders I had populated, one with 5000 message and other with about 21 messages. The remaining 998 folder are empty. I then appended some messages from another account to the 5000 message folder and when I selected it, it immediately re-downloaded. Per the script, some of the folders went away but then came back:

But tb is now using "Very High" power per win Task Mgr and the laptop fan is running hard. After shutting down tb, the fan stopped.

Anyhow, there seems to be something very window specific wrong in the beta since I see no issue when running under linux. But I haven't tested the tb windows release to see if it has the same problem.
