Agreed. I don't think many people use it extensively. It simplifies the logic, and it matches the bug title.

This pref is highly important for many of our users, and we need it in exactly the way it is today.

FWIW, this pref existed independent from the recipient-centric prefs we have today. The latter were added in retrospect, and the logic never worked well, and it's fine to remove it, but let's not [throw the baby our with the bath water](https://idioms.thefreedictionary.com/throw+the+baby+out+with+the+bath+water).
