Landing this now. The main blocker I currently see is bug 1731172 for NV. However, Wayland setups on NV need to have `NVreg_PreserveVideoMemoryAllocations` set up properly anyways, so no need to block on it. In case we need to postpone EGL roleout on NV, which currently seems likely, we should thus still allow it on EGL.
