Though bug 1748788 was backed out now, the test browser_panel_vsync.js is not quite flaky, I did confirm that resources for compositor animations has been discarded but VsyncSource gets enabled after the discard. 

Florian, are you aware of the case where VsyncSource gets re-enabled for some reason?
