At this late stage in the game, you should probably consider ask some poor soul if they'd be up for a Windows Remote Assistance / Easy Connect session and see if you can work on a truly affected machine in real-time otherwise you'll be spinning your wheels forever on what the cause of this issue is.

And again, please see bug 1740486 comment 19 for my "fix" as it has not come back to bite since I did all that is mentioned therein.
