Hey Shane. Yeah, we tried multiple times on every OS with clean profiles, and the behavior where it will open only the first time when a download is initialized is what happens except Windows 10 (I'll attach a video with this). The pref "browser.download.panel.shown" was on by default on every build we checked.

Yeah, we tried multiple times on every OS with clean profiles, and the behavior where it will open only the first time when a download is initialized is what happens except Windows 10 (I'll attach a video with this). The pref "browser.download.panel.shown" was OFF by default on every build we checked and after the first download the pref will switch to ON. And with the pref ON on Windows 10, the panel will still be shown
