Whether to activate or not is something OS specific, no? Like on Linux moving mouse over may or may not activate the window depending on the settings. I was testing "native" Gnome apps, like Gedit , and dnd drop doesn't seem to activate the target window. Drop isn't a click. And I kind of like that behavior. I can drag stuff elsewhere, while keep the original window activated.

I can drag stuff elsewhere, while keep the original window activated. (random note, dnd on Linux Chrome seems to be broken in various ways. The dnd indicator being in totally wrong place etc.)
