+ New Message button centered above folder pane

Is that a open newly downloaded message  or compose a new message?
Why does it look like it's in the top header part of the Folder Pane?
If it means Write/Compose a new Message:
Why would composing a new message have anything to do with the Folder Pane? It's in the wrong place.
Why is the New Message a button instead of a menu item ? 
It is blue, so why does it presume to have focus, Does that mean if I click on 'Enter' the compose window auto opens ? 

If you are viewing anything in a different tab eg: Account Settings  or Calendar and want to compose a new message, will the same +New Message be shown as a button on the Mail Toolbar ?

I could understand options like 'synchronise' imap folders or 'get messages'  or 'run filters on folder' to be in a Folder Pane area but not compose a message.

I also wondered why the get messages icon does not have any text.  I would like to see text as saying click o n 'Get Messages' is a lot more logical than trying to explain in a couple of words what the icon looks like.  

It just seems wrong to have some menu items that are icon only and others that have text and look like buttons that have focus.

Does it mean get messages for selected account or all of the account or will there be a drop down like it is in version 102* in which case where is the indication of a drop down menu 'v' chrevon ?
