Firefox did this one time, but it was an one-time event. Why should this be a requirement for Thunderbird? Nothing, really nothing in the word "available" contains something about automatic migration, it means only what it says: available. I don't say that Thunderbird shouldn't do something similar but it's not a blocker for saying that 64 bit builds are available and call this meta bug fixed. This is bug 1556748.
