Note that bug 1715112 will make things a little better here, in that we'll have a workaround that we can offer. For elements that are affected by this bug, `scrollbar-gutter: stable` should address the issue (with the side effect of making the element slightly larger -- reserving space for scrollbars -- even when it doesn't have any scrollbars showing).
