100640 - Table Properties window has a few options that cause it to resize

In Composer if you bring up the table properties window you will notice that
some of the values you choose can make the window resize.

Reproducibility: Everytime

Steps To Reproduce:
1. Open composer
2. Insert a table 2x2 100% width
3. Double-click on the table to bring up the properties window
4. Click on the selection drop-down menu and choose row (notice the widnow
resizes, I believe that it is a change in the buttons that cause the resize. 
Instead of the arrows pointing left and right they point up and down.)
5. Under the content alignment area put a check mark in one of the boxes (notice
the window resizes again.
6. Click on cancel and double click the table again
7. Under the content alignment area click on the vertical or horizontal drop
down menu. (the window will resize)

Actual Results:
Choosing the different options will cause the table properties menu to resize
itself.

Expected Results:
I would expect that the table properties menu would stay the same size no matter
what option I choose.

Confirmed on Win 2k using build 20011001 (QA Build) and Mac OSX using build
20010930 (Mozilla trunk build).  One thing to note, the shift is very small, and
only happens the first time you change the options, to get the shift again, you
have to close the properties window and reopen it.  The Row - Cell shift is on
all platforms, and the Content Alignment shift appears to be only OSX.

wfm 2003010904 Win2K. The selection combobox changes size when the arrow icons 
change but the window stays the same size.
