Bug 1009592 introduces cacheing in the network location provider  This is needed to prevent battery drain and avoids connecting to MLS every 5 seconds.

However, since we do not have all position options (http://dev.w3.org/geo/api/spec-source.html#position_options_interface) available to the location providers, we do not know when to cache and when to not cache.  This means that in 1.3T web content will not be able to "force" a geolocation update programmatically.  Instead, they will just have to move.
