Steps to reproduce:

Even on output volume at highest, often it is difficult for user to listen the ringtone when the user is sorrounded in little traffic or some public place like shopping mall etc. I compared it Samsung Devices, the highest volume is very low. It is lower than other devices also like blackberry, nokia etc.
Severity: normal → major
What device? On a Flame, the maximum volume for a ringtone is almost obnoxiously loud.
No response in 4 months -> resolving. Feel free to reopen this (or just comment) if it's till an issue.
