Like the summary says.
Who will QA this component? 
Also I need a description. How about "The DOM Inspector is the thing that I know
nothing about so I can't even describe it" (probably needs a little work). 
How about this:

The DOM Inspector is a tool used to examine, modify, and debug the DOM of HTML,
XUL, or XML documents.
if no other qa is found i'll take it -- on a temporary basis
added new component. with timeless as qa contact.
